The Government of Canada announced the launch of the Recognized Employer Pilot (REP) program as part of the larger Temporary Foreign Worker Program (TFWP). The goal of the REP is to ease some of the administrative burden for Canadian companies looking to hire foreign workers for specific roles. Recognized employers can access a simplified LMIA application when hiring additional workers.
Since this program can be helpful for employers, employers may find it beneficial to refer to the details below.
📜 You may be eligible for the REP if:
- you’ve received at least 3 positive LMIA decisions in the last 5 years to hire temporary foreign workers (TFWs) for positions on the REP occupations list (and)
- you meet the highest standards for working conditions, living conditions and worker protection as demonstrated through your history with the TFW Program (TFWP), (and)
- you agree to adhere to the regular TFWP requirements
✅ If you meet the eligibility criteria listed above, you may still be found ineligible for the REP if:
- you’ve received negative LMIA decisions
- you’ve been found non-compliant
- significant and credible allegations have been made against you for putting the health and safety of TFWs at risk
- you’ve failed to meet requirements associated with inspection check-ins, or
- there’s a change in the labour market that impacts the position you’re trying to fill
📩 How to apply: You only need to submit an LMIA application to apply for the REP. When you submit your LMIA, you’ll have the option to apply for the REP at the same time; no additional information is required.
🕰️Application Period: Service Canada will stop accepting REP applications in September 2024.
• Phase 1 > Applications accepted from September 2023
• Phase 2 > Applications accepted from January 2024
The REP is scheduled to conclude in fall 2026.
The first phase began accepting applications for agricultural occupations from September 12th, and the second phase, starting from January 2024, will allow submissions for various occupations, including healthcare, technical professions, and the food service industry.

By participating in this pilot program and becoming a recognized employer, the inconvenience for employers is expected to significantly decrease.
Additionally, if REP is rejected, it does not affect the LMIA results.
